Using the False Claims Act, a whistleblower brought suit against Norwegian’s People’s Aid, a non-profit, non-governmental organization headquartered in Norway, that receives funding from the U.S. Agency for International Development to help developed countries. The lawsuit, joined by the United States Department of Justice, alleged that Norwegian’s People’s Aid provided material support to Iran, Hamas, the Popular Front for the Liberation of Palestine and the Democratic Front for the Liberation of Palestine, contrary to federal funding requirements. As a result of the lawsuit, Norwegian’s People’s Aid was required to pay $2.025 million to the United States and had to revise its internal policies to ensure that it complies with applicable U.S. sanctions laws and the terms of its USAID grants.
